It's a similar situation selling to businesses, not just government. I've just been looking at an RFP to design and build a website, that asks the same sort of irrelevant questions -- your financials, what % of your company will be working on the project, how long you've been in business, etc. You can't just show past work and state your price. This is how all big companies seem to do business with each other.

It's bizarre how big companies or countries are organized. I get a few letters each year, saying that the "whatever" company has moved or got a new account number. These letters go straight to the trash, because these companies usually bought a single license years ago. Who cares? But they keep sending these letters...
